Acquisition of "Plastics Factory" Site Policy

The Wellington City Council are currently considering the acquisition of the "plastics factory" site to the south-east of the p ark. The acquisition of this land would benefit the park and enhance its recreation potential. While most of the existing on site buildings would be removed there are several including the historic "Kaiwarra Powder Magazin e" which should be retained. The old Powder Magazine which was constructed in 1880 consists of two kauri-lined stone buildings. The 16m x 18m buildings are relatively intact and have been used in recent years by the "plastic factory". Ammunition was carted to the magazine from the Hotel Waterloo's jetty at the mouth of the Kaiwharawhara Stream. The buildings are Onslow's oldest military relic. The magazine buildings have been identified as having historical significance and are being assessed by the New Zealand Histori c Places Trust for registration purposes. Should the City Council successfully acquire the site the following policies shall apply.

Policies

  1. The land shall become part of Trelissick Park and managed in accordance with the Trelissick Park Management Plan.
  2. A rehabilitation/development plan integrating the site with the park shall be prepared. The 1991 Draft development plan shall be reviewed and extended to cover the additional park land.
  3. The provision of off road parking and the provision of public toilets shall be investigated.
  4. The historic Powder Magazine buildings shall be retained and restored with guidance and assistance from the New Zealand His toric Places trust and the Onslow Historical Society Inc.
  5. Other buildings which have recreational potential or benefit the management of the park shall be retained.
