Structures and Buildings Policy

The main structures in the park are associated with electricity transmission, sewer tunnels and pipes, and stormwater drainage. The Wadestown Scout Hall is sited on a small area at the bottom of Hanover Street leased to the Scout Association. At least one garage on Ngaio Gorge Road straddles the legal road/park boundary. However, should the "plastics factory" site to the south be acquired there will be further bui ldings, including the historic Powder Magazine buildings, within the park.

Policies

  1. No new or additional service utilities, structures or facilities shall be located within the park unless these cannot b e reasonably located elsewhere. Approval from the General Manager, Culture and Recreation Division shall be required.
  2. The Culture and Recreation Division shall be consulted on all aspects of upgrading and the maintenance of existing and futu re services, utilities and structures. Subject to appropriate conditions upgrading and maintenance work shall be permitted. (Under Section 23 of the Electricity Act 1992, Trans Power has rights of access to its facilities in the park. Trans Power has indicated it is happy to liaise with the Council on this matter).
  3. As services and associated facilities become redundant they shall be removed and the area reinstated or left in a condition determined by the General Manager, Culture and Recreation Division. (it is acknowledged that under Section 22 of the Electricity Act 1922 the ultimate decision to remove redundant works lies with Trans Power, not the General Manager, Culture and Recreation Division).
  4. All stormwater and sewer pipes and drains within the park shall be regularly maintained to prevent or minimise adverse impa cts on the landscape and the vegetation from these sources.
  5. Fencing shall be provided and maintained only in those areas where it is necessary to limit public access for safety or for the protection of vegetation.
  6. Recreational facilities (such as bridge, fences, barriers, boardwalks and seats) and any utility structure shall be designe d to a high standard and also visually unobtrusive when viewed from either inside or outside the park.
  7. Subject to the consideration of specific development proposals no new or additional buildings or structures shall be sited within the park.
